Monrovia – May 14, 2025 – The Council of Patriots within the Congress for Democratic Change (CDC-CoP) has announced plans to file a lawsuit against Representative Richard Nagbe Koon, accusing him of impersonation, burglary, criminal maneuvering, and subversion of the Liberian Constitution during his tenure as self-declared Speaker of the House of Representatives.
In a statement issued on Tuesday, the CDC-CoP alleged that Rep. Koon engaged in unconstitutional acts between December 2024 and May 12, 2025—a period the group describes as marked by “unconstitutional leadership” allegedly orchestrated and financed by President Joseph Boakai’s Unity Party.“Rep. Koon’s actions undermined our democracy and desecrated the Constitution,” the CDC-CoP stated. “We will pursue legal action to hold him accountable for his misconduct.”
“In the next four to five years, Lofa will undergo a transformation. We are not turning back, and we are committed to our development,” he assured. The upcoming groundbreaking ceremony marks the beginning of an ambitious journey to position Lofa County as a key player in Liberia’s sports sector. Residents and sports enthusiasts across Liberia are eager to see this vision become a reality. The CDC-CoP is also demanding that Rep. Koon repay all salaries and benefits he received during that period, claiming the earnings were obtained illegally while he “falsely presented himself as Speaker.”
“These funds were secured through unlawful means. They belong to the Liberian people and must be returned to support critical public services,” the group emphasized.According to the CDC-CoP, the lawsuit—currently being finalized by its legal team—aims to establish a legal precedent against what it calls “the political hijacking of public offices and the erosion of constitutional order.”
The group further revealed that copies of the legal action will be submitted to several international institutions, including the United Nations Human Rights Office, U.S. Embassy in Monrovia, European Union, African Union, ECOWAS, and the U.S. Department of the Treasury, among others. This development follows the official election of Rep. Koon as Speaker of the 55th Legislature on Monday, succeeding Cllr. J. Fonati Koffa, who recently resigned. Prior to his official election, the Supreme Court of Liberia had ruled that Koon’s earlier claim to the Speakership was unconstitutional, invalidating all legislative actions taken under his leadership, including the national budget.
Political analysts believe the CDC-CoP’s legal challenge could further intensify divisions within the Legislature and raise critical questions regarding governance, constitutional integrity, and the Executive’s influence over legislative affairs.As of publication time, Rep. Koon has not responded to the threat of legal action. However, in past public statements, he has defended his conduct, maintaining that his leadership reflected the will of the people and was intended to advance the national interest.
